• Comment est-ce qu’un Whip de l’Opposition peut-il ne pas connaître les Standing Orders du Parlement ?
Nous sommes très déçus et les électeurs de la circonscription No 1 le sont encore plus. En effet, le whip de l’Opposition, siégeant au Parlement depuis 2014, a une fois de plus cette semaine, démontré sa faible ou sa méconnaissance totale de notre système parlementaire.
En effet, sur les ondes de Radio Plus (la radio qui relaye un peu toutes les bêtises que certaines personnalités débitent, même quand ce sont des graves faussetés), Armance accuse le parlement d’être contrôlé par l’Exécutif et dénonce en toute ignorance inacceptable qu’il n’y aurait pas de question lors de la séance du 29 juin dernier.

Or, les Standing Orders sont clairs à ce sujet, C’esc Patrice Armance qui semble ne pas être claire. Armance ne sait plus sur quel pied danser. Il tente d’impressionner car il n’est pas sûr d’avoir une investiture en 2024. Sa médiocrité comme député dans sa circonscription et son inefficacité comme Whip de l’Opposition sont suffisants pour l’envoyer aux oubliettes. En tout cas cette semaine, le Speaker a dû répondre aux élucubrations d’Armance dans la presse, en lui rappelant les Standing Orders de manière cinglante.
Le Speaker a en effet declare que : « Honourable Members, I have an announcement to make. My attention has been drawn to a declaration made by the Honourable Third Member for Constituency No. 1, Grand River North West and Port Louis West (Mr Armance), on 28 June 2021, aired on Radio Plus, expressing his views on the business to be transacted during today’s sitting. Hon Armance stated, amongst others – I quote – ”Mo rappel la popilasion ki le parlman li siprem ek fodé pa ki samem tanp de la demokrasi li enn zwe dan lame l’exekitif, or, le gouvernman »
I wish to draw the attention of the Honourable Member and of the House that – • pursuant to Standing Order 10(1), save for the special circumstances provided therein, the Assembly shall sit on Tuesdays at 11.30 o’clock;
and that • pursuant to Standing Order 24(3)(c), on any day fixed for the consideration of an Appropriation Bill or a Supplementary Appropriation Bill by the Committee of Supply, notice of questions, including private notice questions, shall not be entertained.
In the light of the above, there is nothing sinister in Supplementary Appropriation Bills, including the Committee of Supply in relation thereto, to be transacted on Tuesday sittings and this has been the case in all sessions and legislatures. Such statement coming from the Opposition Whip may only damage the reputation of this temple of democracy.

I wish to reassure the House and the population at large that Parliament, as an independent institution, remains supreme and is not subject to the control of the Executive”.
C’est un fait que Patrice Armance ne digère pas que son collègue de l’Opposition, Fabrice David l’ait surclassé lors des dernières législatives et que ce dernier marque des points même au niveau des travaux de l’Assemblée nationale.
Sa frustration ne devrait cependant pas lui faire continuellement à dire des âneries sans jeter un regard sur les Standing Orders !
Côté Whip de l’Opposition, on a connu mieux. Nettement mieux!
